The
regular meeting of the Park Township Board held on April 10, 2003, at 6
p.m. was called to order by Supervisor Stuart Visser.
Present
were Supervisor Stuart Visser, Clerk Howard VanRaalte, Treasurer Jan
Steggerda, Trustees Ed Marsilje, Gene Koopman, Amanda Price and Paul
VanDyke, and Attorney Dan Martin. |

The Treasurer's Report was given as
follows:

The Fire
Department report indicated 15 calls were made in the month of March with $0 in property damage. |

The Zoning
Administrator's Report indicated building permits were issued for 5 single-family homes in
March and a total of just over $2,000,000.

Koopman reported that 6 Liquor Inspection reports had been turned in from
March. All establishments were in compliance and good condition. |

PUBLIC
HEARING: POSTMA P.U.D.
Visser
noted this residential development has 10 sites.
The lot sizes are approximately 1 to 2 acres.
Visser
opened the public hearing.
VanRaalte
stated after observing the development site he was impressed and noted
that it is very beautiful.
Visser
closed the public hearing.
MOTION
MADE, MOTION SUPPORTED, MOTION CARRIED:
A motion was made by VanRaalte and supported by Marsilje to adopt
the resolution and report granting approval to the Postma P.U.D. |

TELECOMMUNICATIONS
RIGHT-OF-WAY RESOLUTION
Visser explained this
resolution is commonly known as the Metro Act. The state is
collecting a fee from telecommunication providers for using the
right-of-way and they are redistributing that money. We are required
to participate in this resolution in order to be eligible to collect a
portion of the funds.
Martin stated the money
that the state receives would be distributed based upon a formula.
They will be looking at the percentages the township has of all weighted
linear feet attributable to the usage of the right-of-ways within the
township. For every foot of cable in the township, it is weighted as
2. For every foot of cable underground, it is weighted as 3.
MOTION
MADE, MOTION SUPPORTED, MOTION CARRIED:
A motion was made by Marsilje and supported by VanRaalte to adopt
the resolution of the Metropolitan Extension Telecommunications
Right-Of-Way Oversight Act.
Steggerda
questioned if we get paid once a year.
Martin
responded yes, at the end of May.
Marsilje
questioned restrictions of where we spend these funds.
Martin
stated the money could only be spent on right-of-way improvements. |

PAYMENT
OF BILLS
MOTION
MADE, MOTION SUPPORTED, MOTION CARRIED:
A motion was made by Steggerda and supported by Marsilje to approve
the check register for March.
MOTION
MADE, MOTION SUPPORTED, MOTION CARRIED: A motion was made by VanDyke and
Supported by VanRaalte to approve the final budget adjustments to close
out the previous fiscal year.

ADDITIONAL
COMMENTS FROM AUDIENCE & BOARD
VanDyke
stated a tree blew down on 160th Avenue.
The County cleaned up the wood, but did not take down the whole
tree that appears to be in bad shape.
He is wondering why the tree was not removed.
Visser
stated he will try to get an answer to why the tree was not completely
removed. |
